I'm pretty sure the tails were promised to Gle by the Doe in 2016. At around the the same time the Doe were cutting funding support for the American Centrifuge (centrus) project. Personally, I think it was the now Centrus that was more likely on the Doe's proverbial shit list rather that Gle around 2016. I think from memory that the Gle tails deal was tightened some years after that when some weaknesses were identified in the agreement. You are right though when cameco and Silex increased their Gle stake the Doe had to approve the deal again.
