As you say I am sure that they are doing everything to get what they can out of the US government. It would appear that Urenco have decided to expand Eunice without US government help - that could mean that they are out of the race but I guess they will be emphasizing that their expansion is just for LEU+ and more LEU enrichment capacity NOT Halue. Grant Isaacs is clearly very aware not giving the USG a reason for opting out of funding (both grant and USG guaranteed debt). It was on both that Centrus failed in 2015/16 but still managed to climb on board again with their 16 centrifuge HALEU demo (and Cat II approval) but even then overran on timescales (and costs) as is their norm.
