I think the defence authourisation act already contains some provision for kicking off military use uranium enrichment. Only the American centrifuge technology, which is owned by the Dept of energy would reasonably be used for this. You would think that Centrus would continue to operate the centrifuges for them.
The Amendment that was included is S.999 (the old nuclear fuel security act). I think this is seperate from the military use section.
My point is that I think Centrus may benifit from section 3132 of the bill. Perhaps Urenco and Gle (if the full scale test loop runs ok) will benifit from the amendment s.999. They are two seperate things.

1165 1 SEC. 3132. PLAN FOR DOMESTIC ENRICHMENT CAPABILITY 2 TO SATISFY DEPARTMENT OF DEFENSE URANIUM REQUIREMENTS. (a) REPORT.—Not later than 120 days after the date 5 of the enactment of this Act, the Administrator of the National Nuclear Security Administration shall submit to the congressional defense committees a report that contains a plan to establish a domestic enrichment capability dedicated to solely satisfying the requirements of the Department of Defense for highly enriched uranium, high-assay low enriched uranium, low enriched uranium, and depleted uranium. Such plan shall include— (1) a description of mixes and amounts of enriched uranium expected to be necessary between the date of the enactment of this Act and 2060 to meet the requirements of the Department of Defense; (2) key milestones, steps, and policy decisions required to achieve the domestic defense enrichment capability; (3) the dates by which such key milestones need to be achieved; (4) a funding profile, broken down by project and sub-project, for obtaining such capability; (5) a cost profile to establish such capability by the date that is two years before the date on which such capacity is needed
