Trouble is that we have also been outsourcing to Asia (particularly Chine) most of our chemical processing so as to get it "out of sight and out of mind" - our pollution policies are such that here in Australia we are hopelessly uneconomic since we like to responsibly handle our effluent and our labour is expensive. It is said that the chance of getting approval for a mine is inversely proportional to its distance from Melbourne or Sydney. Here in WA we get away with it because the state is so under populated but we can't get away with processing which is close to one of our few cities - the approvals, construction costs (and capital raising ability) and regulation is prohibitive. We reap what we sow and so do the asians.
