From what I hear I think your assumption that the RFP will come out at the end of this year - like last year will probably spoil Messr Dobchuk and Longs Christmas. Next question is how long will it take for DoE to evaluate bids and then to place contracts - probably give it another 6 months. Always the same with bureaucracies - the tenderer is required to do it yesterday for nothing and they perform next year. Their major concern will be seen to give all parties (and the public) a say - usually ends up with a chameleon.The solicitation documents are available at:
