Scagg - the US$500m is set in the IRA appropriation by congress so that can't be changed. It does not include the plant and any more money under other appropriations. For the plant they are expecting that the successful company may wish to borrow the money with a US government guarantee. Normally the company has to put 20% down from it's own resources and borrow the balance and then pay a low interest rate (due to the US government guarantee - they will pay up if you can't). This RfP is only for the de-conversion the HALEU enrichment RfP will hopefully be out before the EoY. Note that a bidder meeting will be held on 5th December.
