That study shows a lot of predictions without any evidence.

it has loads of caveats such as this one,
"The predictions made in this study are based on models developed by the BEIR VII committee5 which, following a comprehensive and critical review of available epidemiological, biological and biophysical data, concluded that the risk would continue in a linear fashion at lower doses without a threshold, and that even the smallest dose has the potential to cause a small increase in risk to humans."
The above theory is highly contested. The reality probably is that cancer risk is not linear with dosage and hence the finding of 16000 deaths is significantly exagerated
