Silex needed federal agreements to use the technology in the US even at lab scale, so no more absurd than that. You can't say that the rules are only there for the naughty countries, not us.
Gle has indicated a plant of up to 16million swu per year in Paducah is possible. Between building that out after getting the pilot plant running, I think thats enough on their plate this decade.
Urenco will get most of the the cash in Britain i reckon.
