From a very early point they realized that Yuccah Mountain was a no go and that Pres O'bama was dead set against it.
It wasn't that urgent back then, but times have changed and for the better it seems which may make it a better proposition and a necessary one at that.
Besides we may have a far better system now to transmute material into LEU, It wouldn't need a great great deal of further enrichment to make it HALEU and GLE seems to have access to that going by the IRA deal and they have a large permanent work force at Wilmington as well.
