I assume that the GAO is an authoritative source and as such I would not have thought that the silex technology could be described as being of US origin even if it is manufactured and operated in the USA. The lasers are (at least currently) manufactured in Lucas Heights and shipped to the USA.

Global LaserEnrichment (GLE)—a joint venture between General Electric, Hitachi,and Cameco—is developing this uranium enrichment technology thatalso uses lasers to separate isotopes.6 The technology is proprietaryand was developed, in part, by an Australian company. In November2016, DOE reached an agreement to sell its depleted uranium tails toGLE for re-enrichment to natural uranium. According to a seniorSILEX official, GLE intends to build an enrichment plant by 2025adjacent to the site of the former Paducah GDP to re-enrich thesetails. However, we previously found that the SILEX agreementbetween the United States and Australia likely prohibits using LEU produced using GLE’s process for the subsequent production oftritium, and the executive branch has long interpreted it as such"
The above concludes that GLE technology cannot be used for uranium fuel designed for the production of tritium.
The report even goes on to conclude that the American Centrifuge (that used by Centrus) is also unsuitable (at least in 2015) due to "key components of the existingmachines were constructed using foreign-sourced materials, which weresubject to peaceful-use restrictions". I would guess that since 2015 Centrus has changed these "key components" to be of US origin. (see pg 55 of full report)
