A good article that mentions where the russian nuclear fuel ban is at. Cameco have stated more than once words to the effect that assurance that state sponsored Russian product won't be sold to the US market is a key factor in their enrichment plans.
It sounds to me that this ban has support and will come, despute some opposition from electricity producers. It is just a matter of correct timing.
