I'm also betting that answer is Gle. Although if its not, the us gov would be aware that Urenco and/or Orano can step up reasonably quickly with existing centrifuge technology. I would think that if the pilot programe is succesfull, Gle would be attractive for many reasons. Gle would be exclusive to the US and potentially be able to compete more that favourably with the state owned competition..
