You are probably right that the license has been surrendered simply because they no longer needed it possibly? maybe because they have found another way to get to 8% enrichment, but also that it won't be GLE doing it anyway, I reckon it will be GEH and Silex may be providing what GEH need for enrichment of UNF so you probably were not asking the right question and one that couldn't be answered by Silex anyway, because it wasn't them who could answer it anyway even if they could, due to reasons of commercial in confidence, ask yourself this?
Why was the workforce at Wilmington be employed on a permanent basis there, why not temporary workforce if they intend pulling the laser enrichment out?

If so what enrichment type will GEH use?
Laser can do what centrifuge struggles to do anyway!
RepU as one of the components of UNF needs either enriching or will lasers be used to target the nuclear poisons or will they only use the RepU in CANDU reactors, this is something they may do with some of it maybe?
But I reckon it would be more valuable as LEU somehow to the US at this time? and seeing as how there are minute amounts of these nuclear poison isotopes, surely it would require vastly less amounts of conversion using a gas that is capable of enriching these isotopes ( not that they want enrichment of these, but it is a means to an end) as it will leave behind only LEU which would be pretty handy as feedstock for Centrus, but it will need conversion and deconversion and they coud also use it as fuel for today's LWR reactors without the need for this conversion or deconversion for that matter?
Was this the reason why they allowed GLE to finish their testing at Wilmington?
GEH has done a deal with Centrus to purchase HALEU, maybe it is 8%?, seeing as GNF-A are making 8% HALEU fuel for the Natrium, or if it is easier to produce one type of HALEU that is 20% enriched, is it a better way and downblend it with LEU
There has been lots of stuff we haven't been told yet, but just because we haven't been told does not mean it is not happening!
