It's a bit more complicated than Centrus just supplying HALEU to KHNP - as I understand it the current centrifuges belong to the DoE and Centrus operates these centrifuges on a cost plus basis for the DoE - the HALEU belongs to the DoE NOT Centrus. This deal would possibly indicate that Centrus will buy the existing centrifuges off the DoE or act as "broker" for the DoE (that's what the currently do for LEU with Orano and Tenex). Centrus do not produce LEU (or LEU+) themselves but they need it (from third parties) as feedstock for DoE's HALEU centrifuges
