I really can't come up with an alternative scenario. Looks like everything's coming together. 32M lbs is quite a bit. I'm assuming that's U3O8-equivalent, and not the mass of U238? I know the DOE tailings are supposed to provide 5M lbs U3O8 equivalent annually... I'm not sure for how many years, or the total amount, to compare.
I would expect Cameco would do the buying, and would get it for a song, since there wouldn't be any other bidders. Or Okapi or LIS, possibly? Could they afford it? My guess is the only serious bidder would be Cameco, and if they don't buy it, it's not like "pounds in the ground", it's essentially nuclear waste, something people pay dearly to get rid of.
It's hard not to see this as very, very bullish. Someone talk me down and give me the bear case, please. Looks to me like things are essentially full speed ahead behind the scenes, awaiting TRL6 status, then it's off to the races in earnest, buying up tails for pennies and selling fuel for stacks of cash.
