Not quite sure what you mean by "Oz has spent"". I can tell you that the panels (5KW) I paid for cost me around $8000 in 2014. While they have slashed my power bills in half they've paid for themselves many times over. We're heavy power users living in the tropics with a large pool and 8 aircons. there's no sign of them having to be replaced yet. But the current panels being installed today have a 60% greater output for the same sized panels and they're half the cost. The Renewable Energy Certificates which lower the cost are not paid by the customer or the government, but are purchased by the big polluters to offset their emissions. By 2030 this scheme for rooftop solar ramps down to zero.
