I reckon I know why the US decided to keep the depleted Uranium 238 and deconvert the UF 6 themselves at Paducah, it will be (the U238) saleable as a useful fuel stock in a fast reactor like Natrium, because it produces more Plutonium in the reactor than what it uses, hence the name fast breeder reactors.
