Evidently General Matter Inc. and Louisiana Energy Services, operates Urenco Ltd.’s New Mexico enrichment plant

So not unexpected result is really Urenco, Orano and Centrus - all will need LUE to produce the HALEU - Orano and Urenco can do this but Centrus does not (yet) have an LEU capability (I assume it can't use Tenex supplied LEU) - the Centrus HALEU plant though is owned by the DoE (Centrus just operate it on a cost plus basis)
