no one knows the probability of success, but you might be able to gather who applied by checking announcements from the usual suspects (start with those who were approved for HALEU as that list encompasses the Western world enrichers who have US facilities or are planning them). If you read the RFP documentation there is a nice little carve out to allow for the re-enrichment of depleted tails, which is a tip of the hat to an entity that has access to tails....
