The upshot of all this, and i caution it is my conjecture, but based on a likely scenario of what we actually know now.

Centrus has to be supported for Haleu because the Government needs a source of Heu (military) that they can not get from SLX laser enrichment. ( an SLX condition on the use of their technology). They will not get support for LEU because of the very high cost of centrifuge LEU.

GLE will get a sizable chuck because they tick many boxes. Re-enrichment looks to be the fastest way to get at least converted UF6 into the market quickly. It will be desperately needed by Centrus and to a degree by Unrenco. Conversion and enrichment are the 2 bottlenecks in the u industry. There is plenty of U308 available. The problem is where can it be converted and then enriched. At the moment the SLX agreement for the tails as I understand is that DOE have stipulated that a maximum of 5.2million pounds per year is all that can be put into the market and this was put in place when the tails were first acquired so as not oversupply or disrupt an orderly market. Now, a lot has changed and it would not surprise me to see the DOE lifting that restriction given the current dire circumstances and the fact that natural UF6 or even LEU will be required by Centrus as feed stock for Haleu. We may even see the DOE start to offer tails at Oak ridge to SLX to accelerate their production capacity. How much more advantageous and simplified if GLE followed re-enrichment by going straight into LEU production contemporaneously. Subject of course to what they have been saying "if the financing was available".
