I don't think this is the case. it's a standalone. Backed by Founders Fund. this is the Silicon Valley guys having a crack.
What it will do though is draw all of Silicon Valley's attention (and hence Google, Amazon etc) to the fuel cycle. And that is where my other post about a takeover bid (tongue in cheek) from a tech entity might actually not be that crazy.
