I don't agree that they will use Orano's method of separation of Used Nuclear Fuel, I think the US and Canada will use the Pyrochemical separation of UNF, it doesn't separate out pure Plutonium but leaves some of the nastier actinides in there for proliferation protection and the heat they need is for free from the Natrium reactor which will burn all Pu bad stuff leaving not much waste, which IMHO will have an Advanced Recycling Centre attached to it.
I did think that Wilmington would play some part in enriching U235 from UNF but I do think GLE will play some part in proving the the tech works and that includes re enrichment of Uranium products captured in UNF, but I now think that could happen in Canada by GLE with help from the US, I think the US will look after the Plutonium bundle and Canada's Cameco will look after the bulk part of UNF being the Uranium products U235 and U238, they are now saying it may reduces the waste required for burial by 90% How can they say that if were not true? I think the US and Canada will scratch each others back, and Canada does possess some spare Conversion and De-conversion at Port Hope and Canada will possess a burial site for waste from the Uranium bundle which the US is having trouble siting such a burial site, but I think the US will take the Candu waste from Canada to separate out the PU bundle along with nasties meaning that the main reason against reprocessing UNF in Canada no longer exists.
They did seem pretty upbeat on SLX though.
