If that is the case, I don't think that it would be to see which way he's leaning. We've got bipartisan support.
A more plausible explanation (if they are waiting for the inauguration - which tbh I doubt is actually the case), would be that they'd be keeping their heads below the parapet in the hope that the new DOGE will cut their red tape. Once some bureaucrat sets a hoop that needs to be jumped through, then that means we've got to jump.
But if Musk et al. take a sword to the bureaucracy, then the chance that we can get through an approvals process sans hoops goes up dramatically.
