I think you can safely bet that the Independent Engineer was not called in until GLE and SLX were happy with their own internal testing. Nor would they acquire 600+ acres of land for the first site if their internal testing was not going to plan, or continue to hire staff... the waiting is hard, should be running "wind-assisted" from the point of TRL-6 announcement, just a few more months...
