It's probably worth noting that when it comes to licensing, there is a lot of ground preperation, foundation and ancillary equipment construction that is allowed to take place before a licence is granted. Also as the process is modular, I'm guessing most of the "meat and potatoes equipment" will be (is being?) built remotely and will arrive and installed on skids.
Gle have successfully licenced a silex plant before, so once the enviromental side is granted and they are waiting for the technical side, i would guess Gle would be pretty safe to proceed at full beans.
