It was a poorly chosen analogy, because had the US not already developed a strong addiction to alcohol, it's removal from sale might have led to better health and social outcomes. We don't have a dependency on nuclear energy in Australia, numerous inquiries say we don't need it and it's too costly. Some other countries are not so fortunate.
