Yes it will happen slowly, but the West can't burn their bridges until the alternatives are in place, and the alternatives are going to take a long time. Nothing in the nuclear industry moves quickly due to risk, regulations and licensing, but it will happen because nobody wants to be dependent on a rogue state.
