What I meant was that if breeder reactors were developed and they became ubiquitous, then the production of plutonium would become commonplace. And with granite perhaps a commercial supply source, it might become impossible to prevent it from falling into the hands of terrorists. My opinion only and sorry not to explain myself better.
I would agree that the greens are a powerful lobby group, but I dont believe that they could prevent such a useful technology.
