I met a nuclear scientist in Asia once. He was an american in the process of building his second nuclear power station in South Korea. Now they have 26 reactors. Now if Australia was assigned the same task it would be 10 years before completion and cost 20 times more. Australia is a basket case for major projects as we are currently witnessing everywhere. Victoria is stuffed.
