Russia is using cluster bombs themselves and are not signatories to the convention banning them, so have no legitimate beef. And they are using them in cities, that's barbaric.

Russia is also using a lot of very old munitions with high failure rates so there will be a massive cleanup needed anyway. And it seems cluster bombs are useful for clearing landmines. At least the explosives left will be fewer and smaller.
