you can't defend what you don't have - the major cities of 2 of those regions are in Ukrainian control as is much of the territory of ALLof those regions - which the whole world still regards as Ukrainian territory

if putin were to use nukes he would set other more symathetic coutres like China well off side and there would be reprocussion - he knows this !
