In fact the legislation merely states that they SHOULd do so ...well that will work.If you look into the phases of these projects you will see a pattern where the builder then leases the asset to another entity who receives all the revenues including taxpayer funded subsidies, The original developer has nothing .. just an ageing , one day to be redundant project and no cash to fund the end game. This cash poor company has probably signed all sorts of contracts with the landowner knowing full well that it is a toothless instrument.Yo can see a good example in Tasmania whereby the developer has leased 2 huge wind farms to the Chinese Govt who are happily pocketing our cash but who are in no way obligated to rehabilitate the site. Anyway we will soon be seeing examples of this when subsidies dry up as has happened in the US and we all know what eventually happens to subsidised industry when the cash stops ...THEY SHIT THEMSELVES
