The buy/sell ratio is irrelevant. Anyway, the vast majority of the shares for sale are well above 8c and most are above 9c. So if NUH decides to run, there will be plenty of stock for new investors to feast upon. Quite often when there's very little shares for sale, it keeps new investors out as they're not able to take up the large stake they want. So a good sell depth can actually be quite beneficial.
