The OTC legislation was pushed through with bipartisan voting in both the lower and upper houses eventually. It was supported by organisations like the HLLA and politicians from both sides of politics.

The 3 years the FDA has to decide the rules and regulations, is the maximum amount of time. And it doesn't mean they will need all of those 3 years.

It's hard to imagine it would take all of that time to finalize these matters, particularly with the bipartisan support that is there, along with the work already done, and is being done behind the scenes. Nuheara is right in there, assisting with the formulation of the regulations etc.
