Sorry mate, no offence but don't you think your comments are racist ? I agree his English is not good but obviously you do understand what he is trying to say otherwise you wouldn't have replied him.
People use language to communicate with other people. So if you understand what other person is saying then his English language isperfectly fine. He is clearly able to communicate with you.
I think it is not good idea to comment on someone's language proficiency. Respect is the most important element of our personality.
