You are correct that nuclear power needs a lot of cooling water . Either coastal or river system.
That's one of just many reasons why nuclear power isn't practical for Australia.
The population is mostly congregated around the coast or other water sources . That is also where just about all our viable productive land is compared to other countries.
So no community, council or city is going to want a nuclear power station in their jurisdiction when there are other much better alternatives.
