It's hard to say. FYI in their T20 don't combine accounts owned by the same person. Back in 2020 he was listed as owning 24.6M shares. He then presumably moved shares to a nominee account (Citicorp). He would only have to file for a 1% movement so he could add 3M+ shares without filing.
As far as I can tell he has never filed a substantial shareholder notice but this requirement would be on him and not FYI.
