The environment bond, and all costs were paid with INCOME not debt. That is the income via prepayment for goods due.

The environmental bond was paid from the $20million prepayment.

If I was a builder and quoted you $1million for a house that would take 8 months to build and asked for $300,000 up front prepayment deposit... then I have $300,000 INCOME.
I do not have a debt (other than to build the house I contracted to build)

I could then use that $300,000 to pay my expenses or my environmental bond.
