I think I asked the same question and if you recall we did get a response from Craig on the 5% discount rate value: https://hotcopper.com.au/posts/67788066/single in which he cites evidence.
Argues it was commonly used at the time by similar projects. I can't recall if the fed has moved rates moved since then. My gut prefers 7% just for conservatism, but I've done not research of my own to back that 'feeling' up.
