Hate to be that person but I didn't see it mentioned, assuming they get the grant, their build cost is estimated at $877 Million, with $200 mill cash in the bank + the $150 mill they are still shy of a good chunk of change (about $500 million)... Unless some big investor agrees to fund it I suspect we haven't seen the last of the cap raises.
