    Perhaps being an L tenement application it is intended to allow access to the prime mining tenements (and the very old Templar mining permit application in the middle of the mining permit doughnut).

    Now why would NXM possible want to ensure access to its mining permits to the roads to the north?

    Here it is in blue relative to other locations
