Id imagine it could be that if a financial institutions liquidity isnt so good it could be a way of changing that quickly too....Maybe they have a better earning opportunity available and wish to take advantage. Be interesting to know how many other debts that particular bank is selling cheaply, possibly due to an overall lessening of their exposure to higher risk ventures...
