    Israel outlines plan for Gaza’s futureThe first stage of Israel’s plan for returning Gaza toself-governance will last 12 months and will focus onhumanitarian aid. Israel will create safe areas freeof Hamas control, starting in the north and slowlyspreading south. A coalition of Arab countries willsupervise humanitarian aid in the safe areas, whileGazan Palestinians will run the safe zones under thesupervision of the Arab states.In the second stage, the Arab coalition willcreate a Gaza Rehabilitation Authority to overseereconstruction efforts and manage Gaza’s finances. The authority will be run by Gazan Palestiniansand will take responsibility for managing the safe areas. This will be done in coordination with theimplementation of a ‘Marshall Plan’ and a deradicalisation program.In the final stage, power would slowly be transferred to either a local Gaza government or a unifiedPalestinian government, contingent on the successful deradicalisation and demilitarisation of Gazaand subject to agreement by all parties. Israel would retain the right to act against “security threats.”Ultimately, the Palestinians will fully manage Gaza independently and join the Abraham Accords. JPost
