I disagree. The official referendum states that one of its goals is to "provide access to legal cannabis that meets quality and potency requirements". Even if they don't need medical-grade (they might) they will still need to meet quality and potency requirements, which we can do. When Cannabis becomes legal then all those medical products can be sold over the counter with little or no change. There are also all those NZ companies wanting to process their crops. And hey, why wouldn't we grow a little organic bud out in Queensland and try and sell a little flower.
