No, its not a typical P+D stock, it is very susceptible to news flow as most stocks can be and there are many phases it must pass through before the main goal is reached, do some research you might see the light and buy in because you'll never see these prices again once approval is given, but having said that i would agree at present someone may have an interest in keeping it low to appear that way.
