Actually its probably the best news in nearly 2 years.
It will eventually lead to China getting involved imo.
I see this as the first step in the next rebirth of Oakajee.

It probably won't help PDY much as GBG will take a large share of the port capacity and other projects with strong Chinese involvement will take the rest. PDY will need to align themselves with someone significant or miss out imo. The IP may yet be their saviour, but that's still a long shot.
