It's a well known long held comprehension across psychology and is not taken literally, what it means is shyte happen by shyte people as a rule because they are shyte people first...very very very little shyte happens without a bad person driving it..it's built into heir conscious affect and behavioural existence ....so in that regard was written in stone.....even if in law or otherwise...the psychopathic/sociopathic display somehow somewhere was going to happen regardless....hopefully to them alone
You should know this intrinsically from living in and around people across a lifetime of association with other people....it's a basic human behavioural comprehension of a reasonably low order if one holds the ability to be cognisant of the environment they operate within.
