Its just guarantees remember, they only come into affect if they default.
An now the Japanese are even talking about providing the funds themselves to build the reactors in the US, provided they are the builder of the reactor of course.
I could imagine that when it comes into affect, then getting a loan for the build will be easy. After all, it was only the guarantees program that was holding the industry back.
