obama ups ante on tackling climate change

I listened to todays State of the Union address by President Obama and he gave notice of the need to tackle climate change. Apart from speaking generally on the issue he also said that if Congress wont act he will use his own executive powers to do so.

Unfortunately I could not find a transcript of the speech to post the part relevant to carbon emissions and climate change. maybe someone else knows how to get that. I thought I heard him say that 12 of the past 15 years have been the hottest on record. He also said that a market based solution was needed.
