He is clearly referring to the angst caused in the United States when the Soviets were the first to send a man into space (in a Vostok), but it was the surprise launch of the earler Sputnik satellite that first shocked many Americans, so I guess that's why Obama is calling it their "Sputnik moment", and fair enough too.
